## Strategic question
What evidence would show that a space-enabled service improves a real operational decision?

## Perspective
Our planning proposition: start with a decision made at sea or in a control room, then trace the information and people needed to improve it. Observation value depends on timing, interpretation and a user able to act. Norway provides a starting case; its arrangements should not be assumed to apply throughout the Nordic region.

## Dated evidence

### An expansion is announced, not yet delivered
On 24 August 2026, KONGSBERG announced three additional N3X satellites for early 2027, intended to bring the constellation to six. The company said its first three satellites were already supplying Norwegian authorities. This is attributed provider reporting; the future expansion remains a plan.

### The operational work extends beyond orbit
KSAT’s 25 August statement assigns it N3X satellite operations, mission planning, ground station access, data processing and delivery. Those responsibilities show several handovers between sensing an event and making information available to a user.

### Future relay services need demonstration
KSAT separately announced Hyperion customer demonstration campaigns on 24 August, intended to validate services for its planned HYPER relay network before commercial deployment. That announcement does not establish a working N3X relay service or measured operational improvement for a maritime user.

## Open questions

- What is the elapsed time from observation to a usable decision, and which handover causes the largest delay?

- How often do additional alerts help a user act, versus adding review work or ambiguity? The reviewed releases provide no comparable user-level measurements.

- Who owns integration, ongoing support and a recurring budget for the particular service being considered?

## Conditional scenarios
These are possibilities, not predictions or assigned probabilities.

### A service becomes routine
Condition: If a named user can integrate the information into an existing workflow and demonstrate a useful outcome.

A limited service could become part of daily operations because it improves one clear decision. Its adoption might depend on readable explanations, predictable delivery and a simple escalation route as much as sensor performance. Expansion would follow evidence from repeated use rather than the ambition to display every available data layer.

Possible implication: Choose one workflow and agree a baseline and observable outcome with its owner before increasing the scope.

Watchpoint: Repeated use linked to a measured reduction in decision time or avoidable review work.

### Resilience drives adoption
Condition: If users value continuity under disruption and can combine complementary sources without creating new confusion.

A service could earn its place by helping a team remain effective when a familiar input is missing or unreliable. This would require clear uncertainty, rehearsed handovers and a fallback procedure. Two feeds would not create useful redundancy if users could not understand their differences or both depended on the same vulnerable step.

Possible implication: Map shared dependencies and rehearse a bounded degraded-service exercise using test information.

Watchpoint: Evidence that the user can maintain the agreed workflow when one input becomes unavailable.

### Demonstration outpaces adoption
Condition: If technical capability advances while the recurring user need, integration owner or budget remains unclear.

An impressive demonstration could remain separate from routine work. Users might lack time to assess another interface, or the proposed improvement might arrive after the relevant decision. In this path, producing more data would not resolve the missing operational agreement and could make the service harder to support.

Possible implication: Reduce the pilot to one decision and one user group; establish who will own the service after the demonstration ends.

Watchpoint: A gap between successful demonstrations and repeat use with an identified service owner.

## What to watch

### Time to a useful decision
Measure the whole user journey, since faster data delivery may leave the main organisational delay untouched.

### User effort and confidence
A service should make uncertainty understandable and fit the attention available in the intended workflow.

### Continuity and ownership
A named owner, support route and workable fallback help distinguish an ongoing service from a short demonstration.

## Decision prompts

- Identify the person making one operational decision and the information they use today; avoid starting with a proposed sensor.

- Set one measurable outcome and a small evaluation boundary, with a stop or revision condition if the service adds no useful value.

- Record the expected handovers, shared dependencies and fallback procedure before relying on an additional information source.
